Survivors and other stakeholders were consulted before the Pilot Forum was set up and work was undertaken to look at various options.

In addition to the consultation, we have drawn on the experience of Inquiries and Forums in Australia, Canada, Wales and Ireland, and on the Scottish Inquiries into Kerelaw School (2009), Child Abuse at Care Homes in Fife (2002) and Abuse and Protection of Children in Care in Edinburgh (1999).

We know from survivors that it can be very difficult for them to make their voices heard. We wanted to make sure that as many survivors as possible could give us their views on the issues raised in the consultation paper.
Choice of Quarriers for Pilot Forum: options appraisal
It was proposed to take up to 100 witnesses who had been in the care of Quarriers for at least 5 days up to 2000; giving priority to older people and those who are seriously ill.
