Scoping Project on Children in Care in Scotland, 1930 - 2005

This scoping study was commissioned in June 2011 by Scottish Government from the Centre for Excellence for Looked After Children in Scotland (CELCIS). The main purpose of the study was to collect available information on the number of children and young people who had been in various forms of care in Scotland between 1930 and 2005. It was envisaged that the findings of this study could then be used to estimate the numbers who might come forward to the National Confidential Forum, or at least to estimate the numbers who would be eligible to do so. It was anticipated that estimates would be obtained for the numbers of children who had been in residential care, foster care and other forms of care respectively.
